A former Minister of Control and Minister of Health,  2000 – 2004, in the Government of Romania, he also served as Secretary of State and Chairman of the State Assets Recovery Authority (State Romanian Bad Bank), Head at Analysis Department in Ministry of Defense, Secretary General in the Business Advisory Council under the Romanian Prime Minister, and Honorary Advisor to the Romanian Prime Minister on Investment and Business Environment.

He was a senior executive at the Romanian Bank for Foreign Trade and founded the Coalition for Romania’s Development, the last Business Advisory Council to the level of Prime Minister and takes an active part in public debates on global economic issues through all media channels, as well as speaker at international events.

Between October – December 2011, Blanculescu was involved in efforts to solve  the financial sovereign debt crisis in Eurozone, establishing a direct connection with the President of European Commission and the President of France, who were instrumental in settling a sustainable solution of the problem.

Blanculescu is a graduate of Academy of Advanced Military Studies, foreign languages and of Academy of Economic Studies in Bucharest (Romania), Doctoral School in Banks and Finance at Academy of Economic Studies in Bucharest (Romania), being also trained in Banking Security, Computer Security, Combating Financial Crime and especially Combating and Preventing Money Laundering.

He joined Global Resources Partners as a senior advisor from April 2016.
